The road fee at registration in BiH: FBiH and Republika Srpska

The road fee, often called putarina, is paid for a year at every registration in BiH, the first one included, and each entity sets its own. In the Federation of BiH it is 30 KM times an engine-size factor, from 48 KM for an engine up to 1,000 cm³ to 210 KM above 2,500 cm³, and hybrids and gas-powered cars pay 25% more. Republika Srpska charges it under a 2016 decree whose amounts for cars we could not find in any official text open to the public, so the calculator shows an estimate; a 2026 draft with 60 to 390 KM for cars had not been adopted by 23 September 2026.

Federation of BiH: 30 KM times the engine-size factor

The fee is set by the FBiH Government's decree on the yearly road fee paid at registration (Službene novine FBiH 9/16), in force since 6 February 2016; on 23 September 2026 JP Ceste FBiH still listed it as the only decree on this fee. For a car it is 30 KM times a factor set in five bands by engine size, from 1.60 to 7.00 (articles 2 and 3), so a car of 1,601 to 2,000 cm³ pays 75 KM.

Cars with a gas installation (LPG or CNG) and hybrids pay the factor increased by 25%, up to 262.50 KM, and no type of drive gets a reduction (article 4). The fee covers 12 months and is paid in one sum when you apply for registration or for its extension (article 5). The table below gives the amount for each engine-size band.

30 KM times the factor, per the 2016 FBiH decree. The decree gives electric cars no engine-size band, so the calculator assumes the top factor; confirm it at the inspection station.

Electric cars in FBiH: the amount is not confirmed

For electric vehicles the decree applies their factor from the table without the 25% (article 4), but the table's rows for cars are engine-size bands, and an electric car has no engine size. When a vehicle detail needed to work out the fee is missing, the owner is sent to have it established by a vehicle test or through the homologation bodies; if it is not established, the highest amount for the category is charged (article 11), which for a car is 210 KM. That electric cars pay 210 KM is our reading of the decree; no MUP or JP Ceste FBiH source we found confirms it.

The portal klix.ba gave 262.50 KM for an electric car in 2023, which is the highest amount plus the 25% surcharge the decree sets only for gas-powered cars and hybrids, and wrote that when the homologation document shows no engine size, the clerk at the inspection station can simply enter 0.1 cm³, which would give 48 KM. The calculator assumes 210 KM; ask the inspection station or your MUP before you count on it.

Part of a year, refunds and exemptions in FBiH

A car registered for less than 12 months pays the proportional part (article 6).
A new owner does not pay again for the period already paid (article 7).
An owner who deregisters the car before the 12 months run out is entitled to a refund from deregistration to the end of the 12 months (article 8).
No fee is paid for the car of a person with 80% or more bodily impairment or 60% or more disability of the lower limbs, nor for army, police, fire, civil-protection and ambulance vehicles (Zakon o cestama FBiH, article 98).

The money not meant for motorways and expressways goes 40% to JP Ceste FBiH, 35% to the cantonal road institutions and 25% to the municipalities (Zakon o cestama FBiH, article 93). In Sarajevo Canton you pay it on two slips: one to "Direkcija cesta Federacije Bosne i Hercegovine 40%" and one to the canton's deposit account.

Republika Srpska: a 2016 decree, amounts not confirmed

Republika Srpska charges the fee under a Government decree of 2016 (Službeni glasnik Republike Srpske 55/16, 90/16), which still applies. The amount depends on the vehicle category and, for a car, on the engine size; the Republika Srpska audit office (Glavna služba za reviziju javnog sektora) found in 2019 that for cars it comes to 3 to 10 KM per 100 cm³. We could not find the decree's own amounts in any official text open to the public, and the Ministry of Transport and Communications wrote in 2026 that no fee had yet been defined for electric vehicles, hybrids and vehicles running on gas or other alternative fuels.

The fee is paid for 12 months, or the proportional part for a shorter registration, into the public-revenue account of Republika Srpska, and the money goes to JP Putevi Republike Srpske. The decree does not say who works it out.

The calculator therefore shows an estimate: 85 KM, the amount a domestic calculator gives for a car of 1,601 to 2,000 cm³. The 2026 draft proposes 110 KM for that band and states a rise of 11% to 33% for cars, which would put the current amount at about 83 to 99 KM (our calculation); 85 KM fits, but it is not confirmed. Ask the inspection station what your car pays and enter that amount. The vehicle-use tax paid at the same registration is a separate levy with its own page.

The 2026 draft, not adopted

The Ministry of Transport and Communications put the draft of a new decree to public consultation from 26 February to 15 March 2026. For cars it proposes 60 KM up to 1,100 cm³, 100 KM to 1,600 cm³, 110 KM to 2,000 cm³, 180 KM to 2,500 cm³, 240 KM to 3,000 cm³ and 390 KM above. Electric cars, hybrids, gas-powered cars and cars running on other alternative fuels would be put in bands by engine size or by power in kW, but the draft gives no amounts for them. By 23 September 2026 no such decree had been published in Službeni glasnik Republike Srpske (up to issue 89/26), so the 2016 decree still applies.

Common mistakes

"The road fee is a fixed 60 KM for a car, whatever the engine." In FBiH it is 48, 60, 75, 140.10 or 210 KM by engine size, and in Republika Srpska it also depends on engine size.
"In FBiH the lowest band runs up to 1,100 cm³." It ends at 1,000 cm³: a car of 1,001 to 1,100 cm³ pays 60 KM, not 48 KM.
"A hybrid pays the same road fee as a petrol car." In FBiH a hybrid pays 25% more, like a gas-powered car (article 4).
"An electric car in FBiH pays the highest amount plus 25%, 262.50 KM." The decree sets no surcharge for electric cars, and even the highest amount, charged when a vehicle detail is missing, is 210 KM; what MUPs actually charge is not confirmed.
"Registration in Republika Srpska is getting dearer: the road fee for cars rises by 11% to 33%." That was the 2026 draft, which had not been adopted by 23 September 2026; the 2016 decree still applies.
"In Republika Srpska electric cars and hybrids will pay a lower fee, by power." Only the draft puts them in bands, by engine size or kW, and it gives no amounts; according to the Ministry, the 2016 decree defines no fee for them.
