Environmental fee at car registration in BiH: FBiH and Republika Srpska
Both entities charge a yearly environmental fee when a car is registered, worked out from the car's data. In the Federation of BiH it is 15 KM times factors for the fuel, the engine size and the age (Službene novine FBiH 14/11): a petrol or diesel car of 1,401 to 2,000 cm³ pays 13.50 to 16.50 KM up to 15 years of age and, by the decree, an electric car 2.70 to 3.30 KM. In Republika Srpska it is 5 KM times factors for the fuel, the engine size and the Euro class (Službeni glasnik Republike Srpske 116/18): 5.00 KM for such a car at Euro 5 or 6, 3.50 KM for a hybrid of the same class and 2.00 KM for an electric car. Whether an amendment of December 2025 changed the Republika Srpska amounts is not confirmed.
Federation of BiH: 15 KM times three factors
The special environmental fee (posebna naknada za okoliš) is set by an FBiH Government decree (Službene novine FBiH 14/11, amended by 26/11). It is worked out and paid once a year at registration, from the data in the vehicle documents, and proof of payment is a condition for registration (articles 7 to 9). For a passenger car it is 15 KM × K1 × K2 × K3:
- K1, the fuel: 1.0 for a four-stroke engine on petrol or gas (LPG or CNG) and for a diesel; 0.2 for an electric car. The decree has no factor for hybrids, so a hybrid presumably takes the 1.0 of its petrol or diesel engine (not confirmed), and the calculator does the same.
- K2, the engine size: 0.95 for 751 to 1,400 cm³, 1.00 for 1,401 to 2,000 cm³ and 1.20 for 2,001 to 4,000 cm³; always 1.00 for an electric car.
- K3, the age: 0.90 up to 5 years, 0.95 for 6 to 8, 1.00 for 9 to 10, 1.10 for 11 to 15, 1.20 for 16 to 20, 1.40 for 21 to 30 and 1.60 over 30; 0.10 for an oldtimer over 30 years old with a certificate of its historic value.
A petrol or diesel car of 1,401 to 2,000 cm³ thus pays 13.50 KM up to 5 years of age, 14.25 KM at 6 to 8, 15.00 KM at 9 to 10 and 16.50 KM at 11 to 15; one of 751 to 1,400 cm³ pays 5% less, and one of 2,001 to 4,000 cm³ 20% more. An electric car pays 2.70 KM up to 5 years of age and 3.30 KM at 11 to 15. The same amounts are in the table of the FBiH environment fund (Fond za zaštitu okoliša Federacije BiH). For electric cars that table also lists other amounts by engine size, 2.43 to 6.72 KM, although the decree sets their engine factor at 1.00; which amount is charged is not confirmed.
The fee is paid to the fund's account; the fund keeps 30% and passes 70% to the canton's environment fund or budget (Službene novine FBiH 26/11). The decree does not say whether the age runs from the year of manufacture or from the first registration; the calculator for the Federation of BiH counts it from the year of manufacture you enter.
Republika Srpska: 5 KM times three factors
The fee for environmental pollution (naknada za zagađivanje životne sredine) is set by a Government decision (Službeni glasnik Republike Srpske 116/18 and 119/18), adopted under the Law on Air Protection and in force since 1 January 2019. It is paid once a year at registration and worked out from the data in the vehicle documents. For a passenger car it is 5 KM × K1 × K2 × K3:
- K1, the fuel: 1.0 for a four-stroke engine on petrol or gas and for a diesel; 0.7 for a hybrid; 0.2 for an electric car.
- K2, the engine size: 0.95 for 751 to 1,400 cm³, 1.00 for 1,401 to 2,000 cm³ and 1.20 for 2,001 to 4,000 cm³; 1.00 for every hybrid and electric car.
- K3, the Euro class: 1.0 for Euro 5, 6 or later, 1.2 for Euro 4, 1.5 for Euro 3, 1.7 for Euro 2, and 2.0 for Euro 1, for a car with no class and when the class is not known.
A used car imported the ordinary way must meet at least Euro 5; the import rules explain this and the cars exempted from it. At Euro 5 or 6 a petrol or diesel car pays 4.75 KM (751 to 1,400 cm³), 5.00 KM (1,401 to 2,000 cm³) or 6.00 KM (2,001 to 4,000 cm³), and a hybrid 3.50 KM whatever its engine size. An electric car has no Euro class and pays 2.00 KM. Oldtimers pay nothing. These are the amounts in the table of the Republika Srpska environment fund (Fond za zaštitu životne sredine i energetsku efikasnost Republike Srpske), and the ones the calculator for Republika Srpska uses.
The fee is paid into the public revenue account of Republika Srpska (revenue type 722333). The Government amended the decision again in December 2025 (Službeni glasnik Republike Srpske 115/25); the text of the amendment could not be read, so whether the amounts changed for 2026 is not confirmed.
Common mistakes
- "The environmental fee is about 16.50 KM, in Republika Srpska too." In FBiH that is the amount only for a 1,401 to 2,000 cm³ petrol or diesel car aged 11 to 15. Republika Srpska uses a 5 KM base: such a car at Euro 5 or 6 pays 5.00 KM there.
- "FBiH charges a flat 15 KM." The flat 15 KM was charged only in the decree's first two years; since 2013 it has been 15 KM times the three factors: 12.83 to 28.80 KM for a petrol or diesel car of 751 to 4,000 cm³, oldtimers aside.
- "Electric cars pay no environmental fee." They pay in both entities, only less: 2.70 to 4.80 KM in FBiH under the decree and 2.00 KM in Republika Srpska.
- "In FBiH you pay a vehicle tax, and in Republika Srpska an environmental fee." FBiH also charges the environmental fee at every registration, as well as the cantonal property tax.
- "The fee depends only on the car's year and engine size." In FBiH the fuel counts too; in Republika Srpska the fuel, the engine size and the Euro class count, and the age does not.
- "In Republika Srpska it is 30 to 90 KM, by engine power." It goes by fuel, engine size and Euro class: a petrol or diesel car of 751 to 4,000 cm³ at Euro 5 or 6 pays 4.75 to 6.00 KM.
