MUP fees at registration: plates, registration certificate and sticker

From 12 September 2026 a first registration in Serbia costs 5,650 RSD at MUP: 3,070 RSD in state administrative fees for the request, the saobraćajna dozvola (registration certificate), the sticker and the plates, and 2,580 RSD for making the dozvola, the sticker and the plates, paid to the mint of the National Bank of Serbia. So a pair of plates costs 2,870 RSD and the dozvola 1,738 RSD. Insurance, the technical inspection, the vehicle-use tax and the municipal tax are paid separately.

State administrative fees

From 1 July 2026 these state administrative fees apply to a passenger car (Law on Republic Administrative Fees, tariff numbers 1 and 41, amounts as adjusted in Službeni glasnik RS 54/2026):

  • registration request: 430 RSD
  • saobraćajna dozvola: 880 RSD
  • registration sticker: 270 RSD
  • pair of plates: 1,490 RSD

That is 3,070 RSD in all. The amounts are adjusted once a year in line with the consumer price index (the same law, article 28).

Production costs and the total

On top of the fees, you pay for making the documents and the plates, into the account of the NBS mint, the Zavod za izradu novčanica i kovanog novca (MUP services decree, article 4). From 12 September 2026 these production costs, VAT included, are (Službeni glasnik RS 82/2026):

  • saobraćajna dozvola: 858 RSD
  • registration sticker: 342 RSD
  • pair of passenger-car plates: 1,380 RSD

That is 2,580 RSD. With its fee, the dozvola costs 1,738 RSD, the sticker 612 RSD and a pair of plates 2,870 RSD; adding the 430 RSD request fee gives 5,650 RSD in all, the amount the Serbia calculator page uses.

Each later year, when you renew the registration, the sticker request also pays the 430 RSD request fee (MUP fee table, tariff number 41), so MUP charges 1,042 RSD: 430 RSD for the request, 270 RSD for the sticker and 342 RSD for making it.

Personalised plates, with a combination you choose, cost 120,204 RSD a pair: a 106,860 RSD fee plus 13,344 RSD in production costs.

How and when to pay

Pay before you file the request: the fees fall due when the request is filed (Law on Republic Administrative Fees, articles 5 and 6), and proof of payment goes with the request (registration rulebook, article 5). MUP asks for payment slips generated on the eUprava portal (plati.euprava.gov.rs).

The fees go to the public revenue account of the budget of the Republic of Serbia, the production costs to the account of the Zavod za izradu novčanica i kovanog novca, number 980-333-07. For a first registration the payment purpose gives the chassis number (VIN) instead of a registration number.

MUP's own website still links older fee tables, from 1 July 2021 and from Službeni glasnik RS 94/2024, with lower amounts; the amounts above are the ones in force.

Common mistakes

  • "New plates cost 5,000 to 7,000 RSD." A pair costs 2,870 RSD: the 1,490 RSD fee plus 1,380 RSD in production costs.
  • "The saobraćajna dozvola costs 3,500 to 5,000 RSD", or "1,200 RSD". It costs 1,738 RSD: the 880 RSD fee plus 858 RSD in production costs.
  • "An eco tax of 800 RSD is paid at registration." No environmental fee is charged when a private car is registered: the environmental protection fee falls on companies, sole traders and some carriers of dangerous goods (Law on Fees for the Use of Public Goods, article 134). An imported passenger car does owe the special waste stream fee, but customs assess it at import (the same law, articles 140 and 143).
